Low Water, High Stakes
Cattenom nuclear power plant, just across the border from Luxembourg, took reactor 1 offline over the weekend. The reason: the Moselle River is too low to cool it properly.
That leaves exactly one reactor running at the four-reactor site. Reactors 2 and 4 are already down for scheduled maintenance. Reactor 3 is the last one standing.
EDF, the operator, confirmed the shutdown was precautionary. The same low-water problem also forced two reactors offline at the Chooz plant near the French-Belgian border, which relies on the Meuse for cooling.
This is the shape of things to come. Nuclear plants need enormous volumes of water for cooling, and rivers across Europe are running low after a hot, dry summer. It is not a one-off event. Every heatwave season now brings the same calculus: if the river drops below a threshold, the reactor has to shut down, precisely when electricity demand for air conditioning is peaking.
The irony is brutal. The warmer it gets, the more we need power for cooling, and the less we can produce from plants that depend on cool water to operate safely.
Cattenom has been a fixture of Luxembourg's energy landscape for decades. Most Luxembourgers can see the cooling towers from their rooftops on a clear day. The idea that it could be running at 25% capacity because the river is too warm would have seemed absurd twenty years ago. Now it is just the August news.
Renewables have their own weather dependencies, but at least a solar panel does not shut down because the Moselle is low. The grid of the future is going to look very different from the grid of the past, and the transition is not going to be smooth.
In the meantime, reactor 3 keeps humming. For now.
