Lower Risk, Not No Risk

One third of Luxembourg is covered in forest. More than 92,000 hectares of deciduous and coniferous trees. The risk of devastating wildfires like those in southern Europe is much lower here, according to forest fire specialists. The landscape helps: deciduous trees dominate, open spaces between forested areas break up potential fire paths, and the mix of species prevents the monoculture tinderboxes seen elsewhere. But lower risk is not no risk.[1]

The specific concern is spruce. Spruces suffering from water shortage are vulnerable to bark beetle infestations, which kill the trees and leave behind deadwood. Deadwood fuels fires. But forestry officials note a counterintuitive detail: the fire risk is highest when the spruces are still alive and keep their needles, because needles are highly flammable. Dead spruces, paradoxically, are less of a fire hazard than live ones. The Nature and Forest Agency takes the view that deadwood areas support biodiversity and play a role in forest regeneration, so they do not rush to clear them. Removing dead spruces requires official authorisation through an emergency felling procedure.[2]

CGDIS has been tested already this summer. A recent blaze in a field near Consdorf required 75 firefighters. The situation became critical when the fire spread into the forest, igniting undergrowth and trees. Deciduous trees are less likely to catch fire, but coniferous forests can burn quickly and intensely. The Lintgen fire station has three specially adapted vehicles designed to access forest terrain. Across Luxembourg, 25 out of roughly 100 rescue centres have such equipment, and all have been instructed to remain ready throughout the summer. These vehicles carry up to 10,000 litres of water. Forest tracks are generally in good condition, so there is no need for additional firebreaks. The message to forest owners is clear: maintain your property, keep it safe.[3]

The CGDIS Director General notes that bringing firefighting equipment into a forest is far more challenging than responding to urban incidents. This is the core trade-off: Luxembourg's forests are resilient by design (mixed species, open spaces, deciduous dominance), but when a fire does reach a coniferous section, the terrain works against the response. The 75-firefighter Consdorf deployment shows what happens when a field fire jumps into the forest. It is not the 42,000 hectares of Gironde. It does not need to be. A small forest fire in a small country still requires 75 people, specialised vehicles, and the hope that the wind does not pick up.[4]
