The Rapporteur
Democratic Party MP and party president Carole Hartmann has been selected as the rapporteur for the 2027 state budget. The decision was made on Thursday during a meeting of the Chamber of Deputies' Finance Committee. The draft budget is scheduled to be formally submitted on 7 October, with a final vote expected in mid-December.[1]
The rapporteur is the person who guides the budget through parliament. They read the numbers. They ask the questions. They write the report that everyone else votes on. In theory, the rapporteur is a technician. In practice, the rapporteur sets the terms of the debate. The 2027 budget will be debated in the shadow of several numbers that are already known.[1]
The numbers
The IMF projects Luxembourg's debt to reach 39% of GDP, breaching the Maastricht threshold. The pension fund paid out €7.36 billion in 2025, a record, with the reserve at €32 billion, its lowest level since 2013. The government found €400 million from an inheritance to fund the tripartite, which the opposition says masks a structural deficit. The Greens warn that government finances are "far from robust". The construction sector is stalled, and the seven measures to revive it will cost €35 million in lost tax revenue. The CGDIS spent over €200 million. The state has committed €470 million to housing purchases, with another €300 million on the way.[1]
These are the numbers the rapporteur will work with. The budget is due on 7 October. The vote is expected in mid-December. Between now and then, the rapporteur will read the numbers, ask the questions, and write the report. The numbers will not change between now and October. The questions might.[1]
