Five Percent

While France saw nearly 70,000 households lose electricity during the heatwave, Luxembourg's grid barely broke a sweat. Grid load increased by only 5 to 6% during the hottest days, according to Creos, the country's grid operator.[1]

The reason is partly structural, partly meteorological. Luxembourg has 36,200 photovoltaic installations, and the same sunshine that drove temperatures toward 40°C also drove solar panels to produce more power. The extra generation helped offset the extra demand from air conditioning, fans, and people staying indoors with their devices running.[1]

The grid is also built with redundancy. Creos designs its high-voltage network to the N-1 criterion, meaning lines are duplicated. If one fails, the other takes over. Under normal conditions, the grid never runs above 50% capacity. The trade-off is cost: building twice the infrastructure you need. The benefit is resilience: a heatwave that pushes other countries toward rolling blackouts barely registers here.[1]

Creos did make operational adjustments. Outdoor maintenance work was shifted to early morning hours. Customer connection work was rescheduled. These are small changes, but they reflect a grid operator that takes extreme weather seriously without being overwhelmed by it.

The contrast with France is stark. 70,000 households without power for hours is not a minor incident. It suggests a grid pushed closer to its limits, with less redundancy and less distributed generation. Luxembourg's 5% load increase is a reminder that resilience is not accidental. It is the result of deliberate design choices, investment in redundancy, and the slow accumulation of 36,200 rooftop solar installations doing useful work on the days they are needed most.
